November,l905, Sir, With reference to the Director of Artillery's letter of the 25th October, Ref, No.77/15/40:32/A3, and to our joint reply of the 2J st instant, we beg to inform you that in accordance with your invitation we have forwarded a sample miniature rifle, made approximately to your model and in accordance with requirements of Nos.l to 17 of your specifi- cation. Our l; rice for similar rifles mad.e on the inter- ehangeable principle, but subject to upright view, would be 34s. 6d. per rifle complete, delivered at our respective Factories. Sir, • We beg to thank you for your. letter of the 20th, but note with regret, that the 1st December is - --- the latest date for sending in a rifle for consideration and are sorry that we did not have specification sooner, as the making of a rifle, or rifles, on the lines of specification would have been a very easy matter, had we known in time, that is to say, sometime during the month of October. We will take the offer with pleasure of inspecting model at the War Office, although our Managing Director .vill not be back in London until Friday morning next. The miniature rifles we vend are entirely made in this factory, with the exception of wood, screws purchased in Birmingham, spiral springs in Smethwick, and .. -~-and steel and iron in Sheffield. I ) Gentlemen, With reference to your letters of the 26th September and 14th instant, and the announcement recently made in the Press as to a Miniature Rifle for practice on miniature ranges or for use by lads in drill; I am directed to forwa.rd · for your information the annexed copy of the general specification for the rifle to be submitted for competition, your attention is particularly invited to sub-paragraph (c) regarding the date by which swnple rifles etc., should be submitted. (a) It must be understood that models and designs submitted will be subject to the conditions laid down in the attached Memorandwn for Inventors and acceptance of these conditions should be notified when submitting the Models, etc. In the event of your not accepting the conditions laid down in the Memorandum for Inventors, it should be stated what your terns would be supposing your design were adopted. (b) The nQ~bers of any patents used in connection with it should be stated. (c) Messrs Cogswell & Harrison, Ltd., Small Arms Factory, Gillingha.ln Street, s .w. (c) It is important that the rifles should be submitted as early as possible, the 1st December having been fixed as the latest date by \Vhich a rifle can be accepted for consideration. If, however, a suitable design is received before that date it may posaibly be accepted, and in that case any received afterwards would not be exwnined. (d) The arm must be of British manufacture, and, with the exception of the wood, the materials employed must be British. (This condition will also probably apply to any subsequent contract, and a state~ent that the arm offered complies with this condition should accompany the rifle). Should you desire to enter a rifle for com- petition in accordance with these conditions, I have to ask you to be good enough to submit the rifle \Vi th the least possible delay and also to notify your price for supply on a large scale, (say five, ten and twenty thousand rifles) as under:- (1) For the rifle complete with the features detailed at 1 to 17 of the attached Specification.
