Minute Sh eet No. 1t-- · QO M.G.O. ----- You will remember the objection taken by the Secre1 ary of State and yourself to handing over entire control of the miniature rifle to the National Rifle Association. As a result the Chairman \'II'ote a letter dated 7th March 1906 (in thi a paper) and later had an interview with the Secretary of State. A reply was sent, dated 15th March, stating that the {I Ar~y Council desired to retain the right to grant licences. The Chairman overlooks or does not refer to that letter. On 24.3.06. the National Rifle Association asked for a specification and on 31.3.06 a provisional specification was sent direct to Lord Cheylesmore, see letter of 4.4.06 to the Secretary National Rifle Association. I cannot trace any ;formal application for a pattern rifle from the National Rifle Association but one was sent to them more than once for their meetings and it was perfectly wellknown to the Chairman that one could not be left with them as there were only 3 in existence, which required to b.e altered to bring them up to the last recommendatione of the Cornmi ttee and were also required for firms to take particulars of. With regard to the list of f'inns sent here :bY the National Rifle Association the latter· were informed on 8th May as to granting of licences to Birmingham Small Arms Company. They we.re at same time informed that any firm deeirin~ a licence should apply to this Department. Since that letter licences bave been granted as follows - Mr.Greener. 9.5.06. Messrs Webley & Scott. 9.5.06. Messrs Cogswell & Harrison. 14.5.06. No application for licence has been received from Messrs Westley Richards & Co. All the firms licenced have been supplied with drawir..gs of the :r·ifle and gauges as quickly as they could be got ready. The 3 patterns have been sent round to the licenced fi :n:1s in the order in which they applied for . licences and everything has been done to facilitate supply. With regard to paragraph 5. I knew nothing of the statemen t that 2 firms had been given authority to manufacture t he rifle. I my~elf gave the information that Peddie had been pro~ised a licence as part of negociations proceeding with him fo1· sale of Sparkbrook . It is ent irely incorrect to state that there a r e only 2 patterns availe..l:le and these have been sent tc the 2 firms referred to above. There are 3 patterns and these have been cir·culated as stated as r api dly as p o ssible to all tbe fin!!s asking for licence s in the order of their applications. (2) This is entirely the fault of the National Rifle Association if such is the case. (3) This is not true. No rifle e have yet been passed, but some are ready for inspection at both the Birmingham Small Arms Corilpany and London ·Small Arms Company. Negotiations have been in progress between the manufacturing firms and retailers as to price and I believe an agreement has been practically come to by which the whole- 6a+e price will be 37/6 retail 45/- with I affiliated to National Rifle Association Rifle Clubs or 40/6. Everything has been done to hasten manufacture and I can only regard the letter o:f. 'the Chairman of the National Rifle Association as an outburst resulting :from hie not being given entire control of the · manufacture and Sale of the rifle. A.'3.
