June 190? as to the Miniature Rufle, I am commanded by the Army Council to inform you as follows:- Paragraph 2 The ?????? application by the National Rifle Association for a rifle can be ?????. Nevertheless a rifle was sent to their office for inspection on ao least one occasion, and the fact that one could not be lent for any length of time was, it is believed, well known to the officers of the Association. As a matter of fact the three pattern rifles, which were all that were made, were barely sufficient to meet the requirement of manufacturers, and in circulating these patterns to them as soon as possible it is considered that the best interests of all parties are promoted. Paragraph 3 As early as MArch 12th. 1906 you were informed that licenses to manufacture the rifle would be issued by this Department to all firms who applied, if they were found suitable; and on 6th. May that the Birmingham Small Arms Co. London " " " Peddie " " Corporation have been granted licenses to manufacture and that the issue of licenses to the Webley Scott Revolver and Arms Co. and Mr. Greener was under consideration. Cogswell & Harrison, the licenses were issued to these firms on 9th. and 14th. May last respectively. The Westley richards Co. did not assist this Department in preparing the rifle, nor have they applied for a license to manufacture. Paragraph 5 The only firm with whom an arrangement for permission to manufacture the rifle was made prior to the Committee reporting was the Peddie Corporation, with whom the Department was the negotiating for the sale of the Sparkbrook Factory. It cannot be admitted that any advantage has been given to one or more firms over others. The three pattern rifles available were placed at the disposal of manufacturers in the order of their applications and absolutely without partiality; and the drawings of the rifle and gauges required in manufacture weresimilarly provided. That the decision of the Army Council as to issue and supply has been in any way rendered inoperatly by the above steps is an assumption which cannot be ???ist??ed; and so far from giving a monopoly to one firm for the manufacture of the rifle, the action of the Department is __tended in precisely the opposite direction, as no less than six firms are licensed and .....l ' 11 . ~ ( I I I I I ~ I I I i ..... and have enjoyed equal facilities for obtaining information.
